Where’s the best place to put keywords in a web site?

TumbleTim asked:

I’m creating a Web Site and have been researching ways to improve traffic. I already know what key words will work well. (I’m kind of new at this, but I am learning.)

My question: Where’s the best place to put them? Should they be in the title? Should they be in the meta tags? Should they be in the document text? How about the underlined links?

Also, should I repeat the keywords many times or won’t that get me any more hits.

Thanks in advance for any and all responses. I do check back and give thumbs up for answers and choose the best one. :-)
